What is a Community Improvement Plan?

A Community Improvement Plan (CIP) is a strategy that guides redevelopment and improvements within a defined area of need. To achieve the strategy, CIPs allow a municipality to take actions such as:

• Identify changes needed to land use planning policy, zoning, other by-laws and practices;
• Acquire, rehabilitate, and dispose of land;
• Provide grants and loans to property owners that would otherwise be unavailable; and,
• Direct investments made to infrastructure and public space.

It is because of the City’s ability to provide incentive-based programs (grants and loans) that community improvement is often used as a tool to encourage and support community and economic redevelopment. In other words, the City may provide financial incentives to encourage the private sector to invest in a way that supports the City’s policy goals and objectives – such as, improving buildings, building residential dwelling units to increase population, investing in an area in need of improvement or contributing to the economic development of an area.

What is the status of the Argyle Core Area CIP?

The project has concluded and Council approved the recommended plan. Thank you to everyone who provided input.

What is City Planning Staff’s role?

• Consult with residents, business owners, and anyone else who is interested in the future of Argyle and get feedback.
• Consult with City Divisions and Agencies.
• Review planning policies, projects and legislation.
• Conduct on-site research and analyse the area.
• Make recommendations to Council to implement the CIP

What is City Council’s role?

• Consider the recommendations from City Planning Staff and the feedback from project participants and make the final decision about the implementation of the Argyle Community Improvement Plan.
