Mobility Master Plan
About this project
Community consultation is underway for the Mobility Master Plan - a plan that will determine how London prioritizes transportation and mobility infrastructure, programs and policies for the next 25 years.
Current Status
On April 2, 2024, London City Council approved a mode share target for the Mobility Master Plan which sets a goal to increase the percentage of trips Londoners take using active modes of transportation and transit by 2050. The new mode share target – to be reviewed at least every four years – would plan for an increase in the current walk, cycle, transit portion from 23% to 32.5% and a decrease in the percentage of personal vehicle driving trips from 61% down to 52.5%.
How to Get Involved
This Spring, City staff will be inviting Londoners to provide ideas and input on actions to support and help achieve the 32.5% mode share target for the Mobility Master Plan. This will be followed by an opportunity to preview and comment on draft future infrastructure improvements in fall 2024.

The options identified mode share targets of 25%, 30% and 35% combining walking, cycling and transit trips. On July 26, 2023, Council provided direction to remove Option 1 (25% walk, cycle, transit) from consideration.
The City then proceeded to engage Londoners about the two mode share target options and collect feedback.
On Tuesday, October 24, 2023, City of London staff brought an update about the Mobility Master Plan to the Civic Works Committee.
This report recommended Option 3 (35% walking, cycling, and transit) as the 2050 mode share target of the Mobility Master Plan, and provided an overview of the feedback we’ve received from the community.
The Civic Works Committee referred the mode share target to a future meeting of the Strategic Priorities and Policy Committee to be aligned with a discussion related to the City's land use study and intensification. Comments from Londoners will continue to be collected.

The purpose of this update is to provide Municipal Council with information currently under consideration for the development of the Mobility Master Plan. The intent is to solicit initial Council feedback, consult externally, and return to the Civic Works Committee with recommendations at a future date.
Three main items discussed in this new report are strategies in development, mode share target options, draft project evaluation frameworks.

Public engagement during the first phase began in April 2022 and focused on building awareness of the study and inviting people to share their experiences with mobility in London.
This report summarizes Phase 1 engagement and the feedback collected between April 13, 2022 and October 23, 2022. Phase 1 engagement continued into 2023 and is also being considered as part of this study.
Thank you to everyone who has participated so far. Public consultation and engagement will continue throughout the plan’s development.

Over the past year, Londoners have shared feedback about a wide variety of issues that influence how they move around the city and reach their destinations. The update to Civic Works Committee highlights the community engagement completed to date, an overview of key themes heard from the community, how the feedback confirms the draft Vision and Guiding Principles, and a summary of next steps for the Mobility Master Plan’s development.
